Sorry for the late response, It's been very busy here and haven't had much time for the board.
With a 355 and 9 inch, a popular combination is to use a 5.43 or 5.67 depending on how stout the engine is built to turn higher RPM (approx. 6000 to 6800). The most common tires are the American Racer 84 medium with this combination. Using 82 inch tires doesn't have much of a footprint, does not roll over very much (sidebite) and most teams do not use them unless neccessary to get the rpm range they need.
Using a 406 I would probably go with the 5.43 and the 84 or 86 DTN tires to get the rpm range for your engine. The 406 combo cranks a little hard with the 5.67 gears and it's easy to get gear bound sometimes.
Naturally these combinations are just close approximations to get you started and you can fine tune your machine once you get a few runs in there.
A rule of thumb is that 0.10 of gear difference roughly equals 200 rpm. One inch of tire roll-out is also roughly equal to 200 rpm. Teams will use this information to fine tune their cars until they find the ideal combination for their particular car and engine.
